Development assistance is a pillar of the external policy of the European Union. This brochure provides a record of how the European Commission implemented EU aid programmes and projects over the past five years. It also highlights current and coming challenges. It covers a period (2004-2009) during which the EU worked intensively with its partners to be a strong leader in the world economy and to contribute to global solidarity and security worldwide.
